Kater CLI Present and share promotion admin

kater promotion admin dismiss

Turns down a promotion that a scan recommends.

Nothing changes, and a scan does not recommend it again unless it spreads. To turn down what people asked for, use kater promotion admin deny.

Kater refuses a promotion that is not open, and a promotion that people asked for. To take a dismissal back, use kater promotion admin reopen.
